This was frontpage last week for $1700. How is this one compared to that? I'm trying to find a decent deal on a PC with RTX3070, can't wait much longer.

You can look at the 3 most expensive components and you already have your answer just from that. The GPU is about 700, the CPU is about 300, and the mobo is about 180. The rest of the parts, added to that is around 1650-1700. So at this point, I can conclude I can build a better system for similar price.
Though even though you know the price and specs, you then need to look further to see exactly what components they're using. Things like knowing whether the motherboard is a z590 or z490 matters in terms of having support for gen4 SSDs or not which goes another point of whether the m.2 ssd is gen3 or gen4 even though the real world difference is minimal, you want the best bang for your buck. Is the PSU modular? What is the specific AIO cooling solution? Is it a 120m or 140m or 240m? These kinds of questions most people would even think to know/ask unless they're already in the space. I do client builds on the side so I'm probably a bit more knowledgeable than most people.
With that said, Lenovo is actually one of the better SIs out there and their parts and builds are pretty up there so nothing wrong with this particular SI and the fact it's being sold by Costco means you can probably stack on on cash-back or deals on top of it. If you can somehow shave like another $150ish off that, it isn't that bad.

Appreciate the thorough breakdown. Unfortunately, I am not allowed to build my own PC. Otherwise I would have gone that route. I have a $1800 limit and need to spend it or lose it by next weekend. Any recommendation? You've already been helpful in any case.
The general price range for systems based off GPUs is around $1050 for a 3060, $1250 for a 3060 ti, $1400 for a 3070, and $1800 for a 3080.
There's alot more to breakdown in that comment for the other parts but that's just a rule of thumb I'd recommend if you aren't so knowledgeable. Certain SIs like Dell/Alienware/HP though, it's slightly lower due to the usual horrible thermals and proprietary parts they use which aren't standard so they have to be cheaper because they're inferior parts.
