How do you test a fire extinguisher without discharging it?

Anyone ever actually refill these? I've never found a cost effective place. Seems cheaper and easier to start over for the small ones

Does anyone really have this many CO detectors and fire extinguishers? I have the right number of smoke detectors, but this shows 5 CO detectors and 5 fire extinguishers for a seemingly 2 bedroom house.
