Open Samsung Pay and go to "cash back awards". Locate or search for Samsung then click "Earn cash back as Samsung Electronics"
That will open a browser window with Samsung Pay. Now log in to your account and make sure your cart is empty. Then add the watch to your cart. Make sure your watch configuration only shows the Google Play Store offer under "Gift Offers". If it shows a charging dock or free band, you must select a different band/color combination
When you go to your cart you should see a popup that says:

Also, the free trial of Strava is there so I don't think that theory was correct.
Here's how I got it to work after initally having issues:
(This is assuming you're already logged in to Samsung.com via the Samsung Pay app.)
1. Go to your cart and make sure it's empty.
2. In the search bar at the top, type Galaxy Watch and hit enter.
3. Look through the search results for the model you want or the one closest to it and click on it from there.
4. It will still bring you to the page where you configure your watch. I chose 46mm Classic Black w/ ridge sport black band, but choose the one you want and make sure Google Play is selected as the offer.
5. Select no trade in and click continue, then skip to checkout.
6. You should see the message saying you got a special discount.
Lmk if it works for you.
Edit: here's a pic of my price at checkout. Funnily enough, I had to take a picture of my S21+ with my iPhone because Samsung Pay wouldn't let me screenshot due to "security policy."

I would have picked one up had it worked. I gusss I'll wait for the Watch 5 Pro with the larger battery and thermometer.
for reference i used my Zfold3 to get the deal. it doesn't show up until you get to the FINAL page before putting in your creditcard info
