Open Samsung Pay and go to "cash back awards". Locate or search for Samsung then click "Earn cash back as Samsung Electronics"
That will open a browser window with Samsung Pay. Now log in to your account and make sure your cart is empty. Then add the watch to your cart. Make sure your watch configuration only shows the Google Play Store offer under "Gift Offers". If it shows a charging dock or free band, you must select a different band/color combination
When you go to your cart you should see a popup that says:

I was able to replicate the deal twice last week and this week by using the user agent trick
I got the Watch 4 Classic 46mm > $183 + $15 Tax = $199 Total price
Edit: I was using S21 Ultra > No Adblockers On > Samsung Internet Browser when it pops up
I choose the default band is black and did no trade in but it lets you trade it for a even a lower price. Make sure to not choose any other band that gives the charger option just the Google Play Credit. I haven't tried other bands so test and see.
My order gave me the $50 Google Credit too.
Edit 2: I have both EDU and WorkPlace discounts account. But the one I tried for my purchase is the EDU/Student discount account.
