I don't know. Even the rectangular boxes are 6-oz. See this recent Frontpage deal for 12 boxes (note this deal is for 16 boxes).

Well maybe just the package dimensions, but I've got the taller rectangular box of this in the pantry from a Costco 12pack and its 6oz, so package weight is the same at least.

If the powder is still powder, it's fine! If the powder is hard, pass on it, and use the noodles for something else.

Well, the powder will likely have some sort of fat in it, so it will probably be rancid. You can usually tell just by giving it the sniff test. If it smells off, toss it out. The pasta itself should be good for a bit longer.
