Pilot metropolitan or twsbi eco are double to triple this price but it's worth it, those pens are just nicer than this.

I've got this pen during the last sale. It's pretty nice. It is my first fountain pen so I have nothing to compare to. Honestly I just got it because it was like $10 and I wanted to try it. For this price it is great. Good cheap way to try a fountain pen and if you don't like it it's not breaking the bank.
One thing is that it only takes special Cross ink cartridges that are a bit more expensive. But I barely write anything so I just got a pack of 6 and they will serve me a year or more. But if you write a lot it would make sense to buy a refillable converter ($10ish) and a bottle of ink ($15ish).
I have to say it's fun to use fountain pens and I wish I had to write a bit more with it.

No, but the Pilot CON-70 converter is a huge reason why I like Pilot pens. It works great and has a 1mL capacity. It won't fit in most of their cheaper pens though -- I think only the Kakuno and Explorer.

The European ones do, the American ones use proprietary cartridges for some reason. Easily refillable though, I generally use cartridge convertors. Twsbi fills with a piston mechanism so easier to fill from a bottle

And to follow-up on this, I have a Cross rollerball pen I love but the refills have been out of stock for quite sometime everywhere.

The Kakuno is a perfect starter pen. I love the little smile on the nib.
