I peeked at the promotion flyer while the employee was looking at it. Date shows 4/4 - 7/3 on the top of the title, so I am assuming this promo will last till July.

I am going with Samsung deal for less drama.
Edit: Store #2 had friendly competent employees who looked up this promotion in the system that they were unaware of at first. Slick deal for trading in a Galaxy Z Flip 5G.

In summary if your wanting to do this here is the advice I have that should help you do the Best Buy employee's job.
The trade-in is a separate transaction, not tied to the phone upgrade. So they 100% process the trade-in, apply a Samsung promotion which should be in their notebook they have that keeps track of their current promotions. Once they process the trade-in you then get a gift card for the proper amount, and now they sell you the unlocked phone on a second transaction and utilize the gift card to reduce your total.
Overall I hate that Best Buy had to suck so bad, I really wanted to like the in store experience so that I could have a go-to place for decent sales and promotions. As mentioned previously almost every front line employee working in the phone department tried to tell me to go away when I mentioned higher trade-in values than what they had written on a whiteboard that was on display. It shouldn't have been this complicated, but I got $200 for a 3 year old Pixel 3a and $400 for a S20FE that was 1.5 years old. Pretty sure I paid that for the my S20 when it was brand new so I can't complain at all on these trade-in values once they figured things out.
