Before buying Dell, look into the thermals and airflow. Their case designs tend to be horrible, even at the high end. I'll never buy another Dell.

If they aren't willing to spend the time and effort to get airflow and thermals right on this PC, I don't expect they will for the XPS line. And the prior gen XPS models also had terrible airflow (8940 might be better in that regard as it could hardly be any worse).
So ram makes it's okay to have a psu and motherboard that you can't upgrade or change 🧐 and that one is 1350 and this is 1470..I. sorry how is that still better

I had a Dell XPS 8910 with Core i7 6700, the BIOS will ramp the CPU fan up and down instantaneously with CPU temps, so it sounded like a hair dryer in there. Hopefully they fixed that...
I still bought another pre-built next but it is now with all off the shelf components. That one sounded like a jet engine because it was a lonely 120mm AIO cooling a 5800X (the hottest chip in the Zen 3 lineup because all 8 cores on a single CCD). Luckily this time I could throw in a Noctua and tune the fan curve...
All that being said, please don't let me stop you guys from buying a Dell with 3070 on a 500W power supply.
Can I add fans to help with the cooling? Would I need to buy a new case for more fans? Is this deal even worth it after buying extra fans to help with cooling?
I have almost this exact model purchased during pandemic because I had limited options and needed something for work.
Yes it ran hot after only a few minutes of heavy workload but a $28 dollar fan fixed it. Motherboard is non standard connection but ARCTIC Freezer i13 X has everything you need in the box and only took a couple minutes to install.
Also I had a horrible time with it randomly freezing and finally figured out it was a bad bios update. Things are much more stable on older 2.3.0 version.
The biggest diff from this one is:
1. Dell generally sucks at pc gaming / their proprietary shit makes it harder to upgrade/self-repair for certain models, they have a bad rep for most of their models anyways.
2. 16gb ram makes up the $100 RAM diff in that alone not withstanding the slight cpu upgrade, however....

If you want to keep things closer to $1000 US you could go with this.
The 3070 model is the better deal though. But, Dell doesn't exactly have the best reputation so "better deal" is questionable. Less bad deal?
You might want to hold off a bit longer if you don't need a computer today or even this month.
Prices keep dropping. Not saying graphics cards will drop all the way down to retail price. But, I think there is room for prices to drop further.

Reasons to pass:
500W psu - The usual rated psu for the 3070 is about 550W - 650W minimum. I can't reasonably explain why there's a 500W psu in this thing besides it being a shitty gpu. This alone makes it a red flag automatic pass for me besides the other reasons mentioned below and at least the Asus one has according to my research a 550W or 600W psu.
Not explicitly mentioned GPU (usually means a B-grade generic 3070) along with the current trend of rapidly lowering gpu prices to almost only 10-20% above msrp prices means there's still room for prices to drop for QUALITY gpus - meaning you're spending the same $$$ but you get better performance/efficiency.
It's a Dell - I can't be bothered to research whether or not this specific model has its parts "locked in", meaning you can't upgrade, or certain parts are soldered in so you can't replace them, or even if you do the software will not allow it to read or some stupid BS dell somehow comes up with. Don't even get me started on the Dell bloatware.
512 SSD + 1tb HDD - imo its bad taste for a $1500+ system after tax to have such a low capacity ssd when the ratio of tb to $ is 1TB / $100 or lower. It's also good practice to have a good 10-20% room leftover on your drives for optimum efficiency - with 2 drives that's double the needed efficiency space (esp for SSDs) and don't get me started on dual drive issues.
