The Woot! deal is for a refurbished model
I have an older version of this 17" HP, opening and closing it a lot resulted in the back separating into an upper and lower part at the hinge. Wouldn't buy it again.

Can I go in and update to 16MB of RAM? What is current setup - 2 slots of 4MB of one slot of 8MB and I can just add another 8MB...or do I need to buy one 16MB or two 8MB chipsets?

Yes. AFAIK no one sells laptops sans charger, even though we are almost at that point with USB C. This being HP, my bet is that memory is 1x8GB; which is great if you plan to upgrade but not good if you plan to use it as is. If you upgrade, buy exactly the same type of memory (use cpu-z to identify it down to the model number)
I have a dell with the same specs. I was able to add an 2.5" ssd, upgrade ram to 2x8gb, and I love the laptop. mine has a non-glass touch display and it works wonderfully. iris xe is very capable as long as you aren't planning to do any kind of graphically intensive gaming - esports is ok.
of course if you actually want to game then amd is better.
The ports having no USB C and only two USB As (one of which is 2.0), in addition to only having WiFi 5, all just really limits this laptop regardless of how much the RAM and storage can up upgraded
The Woot deal for the 15" seems better. 17" laptops should be phased out except for gaming models. They're too cumbersome for travel and the extra screen size isn't much difference.
