Where can I get a time machine to 2-3 weeks ago?
You can't but HD tends to have the same deal annually at around April. I would always wait until they run this promotion before stocking up for the rest of the year.

Add says $2.29 per bag , buy 3 and get 3 free. But upon browsing the deals it say $13.74. Why is this discrepancy?

I thought HD was $2 each, how is this better?
Because HD is not $2. It's 4 for $10. $2.50/each.

No 3 weeks ago it was 5 for $10. That sale is over now. Which makes it $2 a bag.

Don't buy this stuff. at least if you're in Northern California and probably most of the west coast. It seems most of the big manufacturers have been adding more and more "recycled forest products" to their soil--all kinds including topsoil, garden soil, and raised bed soil. Unless you want to pay a billion dollars for container soil to fill up a large raised bed, it's much better to find a local landscaping supply place and rent a truck or trailer and just haul it yourself (or get it delivered if you're getting more than a yard or so).

FYI, garden soil is meant to be mixed with native soil aka dirt. So this stuff is going to be mostly tiny wood chips.

If you want good loamy soil, you either have to pay for container soil or make it yourself from bulk ingredients like topsoil, compost, manure, etc. Takes a while but much cheaper.

The question was "How is this better?" It's better because HD's deal at THIS time is $2.50

I would be careful trying to cover it. I would put the soil down first. I just did centipede in a spot, and that's what I did. I cleared the spot, put compost down. Leveled it, then sprinkled the grass seed then raked it with the back of a steel rake until it disappeared. I watered it every day and it came up fine.

$4.58 per bag x 3 bags = $13.74.
$13.74 / 6 = $2.29 per bag.

There are approximately 30 quarts in a cu ft (according to Alexa).
.75 cu ft x 6 = 4.5 cu ft
4.5 cu ft x 30 (qts in a cu ft) = 135 qts
$13.74 / 135 qts = approx 10 cents per qt.

No other big box soil is 10 cents per quart, if I did the math right.
