The 6-core deal from the same OP is probably the way to go. I think most users won't notice the multi-core difference, can pocket the $100, and still have an upgrade path if they encounter a 4750GE for dirt cheap in the far future (maybe Cezanne-based 5750GE as well, if it's compatible).
Check what your use case is. I'm a big fan of these tiny Lenovo computers. I own a m75q with a 4750GE running headless dockers and various containers. This where the extra cores and threads come in handy. The biggest drawback is the Realtek nic, so running ESXi or proxmox is not ideal.

This would be overkill as a dedicated plex server (for most people). Def enough horsepower to run multiple services.

Considering upgrading my Dell 3080 micro with the i5-10050t to this. Seems like a pretty good deal for full fledged 8 core desktop performance unlike the other alternatives with mobile CPUs.

This would be great for plugging into the entertainment center and using as a media server for your set top box. Perfect form factor for it unless you wanted a Mac mini. I use emby instead of Plex myself but any and all options are good.

No, get one with Intel chipset for transcoding. Plex is pretty buggy already, piling AMD on worsen the experience.

Caveat: Windows only. If you want to run Plex in Linux you can't use AMD video cards. Although there are hacks around to utilize it in Linux now, someone has a container image that does that.
