IMO. the results will be much better and the job is SO much quicker and easier if you use a drill.
I used the 3M clear coat packet about this time last year on a 10 year-old Honda that sits in the California sun during the day. My headlights are still clear, so those little clear coat wipes actually work.
Previously, I used to spray the polished headlights with a can of Krylon Fusion for plastic clear coat for protection. That would last about 2 years but it's more hassle.
Yes, comes with two pairs of latex gloves, and 6x (3 for each light) deoxidizing wipes for step 1, 1x foam sanding block and 6x sandpaper for step 2, and 6x ceramic sealing wipes for step 3. There is a QR code you scan that takes you to a step by step video on how to do it.

I would agree due to the drill attachment, however the warranty seems much better on the cerakote kit. I had this done before, and it lasted the 2 - 3 years but then started peeling and looking awful again. The cerakote kit says it's guaranteed for as long as you own the vehicle. Might be marketing hype, but worth a try at this price!

I used a fine sandpaper 800grit. Water. And clear coat gloss spray. Used my hands. Total cost was about $8. Works great so far. Been about 2 months now still looks clean.
For the frugal user (or cheapie like me if you want to call it that way), I have used Brasso to clean the headlights of several cars. Just apply a little bit onto clean clothes and start rubbing on the lens. Brasso is abrasive so don't get it on the car paint. If you do, just rinse off right away and it's ok. It's the same effect as any other fancy name brand len cleaner out there. You are essentially paying for the kit at this price which contains a lot of stuff you already own. All you need is actually Brasso, clean cotton clothes or microfiber towel, clean water and about 15 min on each lens.
