Unfortunately it won't work in Mexico 🇲🇽. Portal works only in the following countries Australia

I googled it and it appears the list you provided are the official counties where Portal products are sold. But looks like their is no lockout and it can be used in any country. There are threads of it working in Germany, Peru, Philippines, Poland, etc. couldn't find Mexico but hoping it's not locked out.

I was excited to get a couple of these devices for $48 shipped...however if youre not genuinely interested in them like giving one to an elderly parent/grandparent for the video chat feature I think these will most likely be dust collectors for most. There going for only $35-40 on ebay so no resale potential FYI. The video calling seem to be the best feature of these, integrating into zoom, whats app and facebook messenger. It also has some alexa integration but is somewhat limited from what I am reading. Maybe someone else can chime in with some real world experience.

Yes, one of the best and cheapest photo frames in my opinion. You add pictures through the portal app on your phone. very easy and responsive. you do need a Facebook account to log in but the photos do not need to be from Facebook (but has that option and Instagram as well).

Any other use of these other than for meta platform? Can they be jailbroken/rooted for android tablet use? Just curious. If it's possible I am sure its been done already but a quick search revealed nothing.
