Also, the performance difference is not "negligible" between a 3060 ti and 3070. A 3070 can actually run some 4k games at playable frame rates while the 3060 ti is reserved to being a 1440p max card.
I'm not going to add to the other comments about your hardware price estimates being off the wall, but I will tell you that the 3070 is at least a 10% better GPU (some tests show 25%). That's a big deal for gamers. You're smoking crack if you think the ram makes up for that much of a difference. Buy a second 8 gbs of the same MHz ram for $30 and you'll be fine. 512gb is plenty for a main os drive, you can get an additional 1 tb ssd for $70 now (no need to reinstall windows), and it's easy to install a secondary drive. $100 additional total and you'll be good to go. That's the same price as the MSRP difference between the 3060ti and 3070 FE cards.
3080 for $200 more? That's the same retail price difference between a 3070 and 3080 so that's not a bad option at all.

If someone is comfortable upgrading on their own, that is the best route.
Neither of these cards are 4k cards imo. And this is a budget build. You will lose 7-12% gpu performance at most which is better than the performance you'd lose form having only 8gb of ddr in single channel.
If you want it all pay the extra $200 or better yet opt for the 3080. But with this build you get a build that doesn't need upgrading immediately costing you hundreds over the initial sticker price. It will play all modern games at a good resolution and frame rate.
A 1tb NVME would cost you $200-300, and the ram another $150. And with the customer base of a prebuilt I doubt replacing parts and reinstalling windows is something they want to mess with.
