Hmm now, Allen Sports 4-Bike or Allen Sports 5-Bike? The only negative about the 5-bike is that it extends a little further out than the 4-bike.
It can be pretty tricky to actually fit 4 bikes on the 4 bike rack, so you will probably appreciate the extra space the 5 bike rack provides. The 5 bike rack also has a higher overall weight capacity.
But locking is an additional consideration that is important for many people. It not really necessary to consider you already have your own locking pin (supposedly uses 1/2", but will see if 5/8" fits).
No luck getting Amazon to price adjust from last week
Amazon would rather burn money return shipping and replacing than adjusting price. Just buy this one and return to the old order when you get it. Ethics +1

Which is better, the Deluxe Locking version or the Premier, which apparently doesn't lock?
The Premier is way more convenient to get the bikes on off rack, the locking feature is meant for the rack, useful if you're afraid someone might steal your rack
