I drove for 20 minutes to a Best Buy the other day just to be told that my phone (Z Flip 3) was not on their trade in list, even though I said I did the same deal just a week ago at a different store. I argued for 20 minutes and didn't get anywhere, so the next day I went to a different store and got the deal in less than 10 minutes.
Not all Best Buy employees are trained the same, so don't be discouraged if one store says no, and just go to a different one.
Then, they may believe you but have trouble figuring out their system. When they pull up the model for the trade in, they have to go past the initial screen. When they do, the promo should show up. Then it's going to ask them for the promo code. That code is literally SAMSUNG. It's nowhere to be found otherwise.
I've traded in 3 phones under this promo because of the high values they're offering. Each experience varied.
1) First store did it without issue once I balked at the low trade in and mentioned the promo. He knew everything.
2) Second store couldn't figure out where the promo was and is responsible for the info I provided above.
3) Third guy refused, said they don't do trade ins and when shown the promo called his manager. Manager said Best Buy would have to be stupid to do this and refused. Lol. This was the same store as the first time, just different employees. Went to another store and they did it just fine.
Point is, the experience will vary widely depending upon the knowledge level of the employee. Just be polite and patient and stick to your guns. Most of them just aren't aware of the promotion or familiar with how to do it. One manager was so happy when I told her I thought I knew the promo code that she fist bumped me and thanked me profusely twice. Only one guy was a complete @$$.

On May 30th, Samsung.com credited me $650 towards Flip3 when I Traded Note 10+ with cracked screen. Flip3 OTD (out the door) including FL taxes was $355.76
Yesterday BestBuy didn't have the 256 ultra in stock so they gave me the $800 gift card for Flip3 and let me walk out with it.
2 hours later I ordered the 256 ultra from my house. Total OTD was $162.99. ($899.99 +7%FL tax - $800 gift card = $162.99)
Shipping to my house was not available so I ordered it to be picked up at my closest BestBuy which is not the same one where I traded the Flip3.
Just a one time payment of whatever wasn't covered by the gift cards.
All the rep did was activate the SIM card because that's what was required to get the phones for $899 each.
Maybe the rep you spoke with confused the unlocked version with the T-Mobile carrier version.

Speak with another rep or try another Best Buy.
Just show them the promo page that THEY put up on their web site.
Tell them you want to do the Samsung trade in that get you a gift card that will be used toward the purchase of an UNLOCKED Samsung phone. Basically what their website says.
It's ridiculous that they fail to follow the trade in steps that THEY print.
I had to keep reminding the reps that took my trade ins that the page stated I was supposed to receive $800 for my z flip 3 instead of the normal $350 because I was going to use the gift card toward the purchase of an unlocked phone. Had the page open there whole time so they could see. They must've looked at it about 6 times. Sheesh.
Doesn't matter that they don't have the phones in stock. One of mine wasn't in stock and they still took my trade in and ordered it for in store pick up because they have to activate it.
All they're doing is activating a new sim with the IMEI of the phone. That's pretty much what "activation" means. They don't have to touch anything else on your account because it's not a carrier phone. It's the same as you going in the store and buying an unlocked phone and just popping in your own sim. They over complicate things for themselves.
