It depends on what's your use case. For most regular home users whose use case is to store the files, it doesn't matter. But if you are planning to run something off it - I would 'recommend' CMR. But it costs at least 50% more.
I did notice it has firmware 80.00A80 on mine. That is the same firmware as the WD Red 4TB. So what is the difference between this blue drive vs the WD Red SMR 4TB?

No suggestion. In those cases, speed is a non-factor.
Personally, I'll always spend a few extra dimes for name brands that have been around for decades, but that's less relevant in this case.
I have this blue drive as my game drive in my PC and it's been 100% fine. I paid a similar price and I'm totally happy with the purchase. I wouldn't use it, or really any HD, as my boot drive or only drive in a PC but since pretty much by definition HD's are relegated to bulk storage at this point the drive works fine for that.
