I would skip these. The 7490 i have dealt with is the i7 version they are selling here. We were using these at work and now we have been replacing them with the 7420 models. I still have about 100 more to replace just because we replace them every few years. I deal with 2 to 3 of these machines with the battery expanding and the bottom almost pops off. I don't know why Dell has not recalled the batteries. They are getting old that they are not holding up for their age. So i work in IT if you have not figured that out, currently, i am working on a 7270 that I spilled coffee on a few years ago. I don't think they made dell computers as they do. I won't even get into the 7410 and 7420 models that i also now deal with.
I worked in this area of Dell for several years. These systems are NOT refurbished. They are systems that have been returned after leases expire. Their only "test" is if it turns on. If it turns on, they wipe the exterior with a cloth, hard drive is wiped clean, a fresh OS is installed, and if the lid on a system is marred, they will literally place a large sticker on it that covers the entire lid to make it look fresh and clean. These units are then put in large bulk pack containers for resale. If you want a better deal, buy from www.delloutlet.com. This site sells newer gen systems that are truly refurbished Dell computers. Every system that enters the factory is completely tested, HDD wiped clean, repaired if necessary with new Dell parts, fresh OS installed, and individually boxed for resale. They also come with a same-as-new warranty. That is the only place I buy my computers these days.
You can find these used for even less on eBay (quad-core 1080p for $200-250) but paying extra for the 100-day warranty & presumably cleaner condition might be worth it.
I feel like most people would be better off with the cheapest 1080p quad-core option, but the ram and storage upgrades are pretty cheap. $70 more to go from 256gb ssd + 8gb ram to 512gb ssd + 32gb ram.

I work in IT too and precision 5530/5540s seem to constantly get swollen batteries

I also work in IT and we learned Dell only warranties batteries for the 1st year of the original warranty because they're "consumable". We've seen 2+ year old 5480,5490, 7390, 7280, and Precision 5520 and 5530 all get swollen batteries. New battery is about 160-$200+. The xx80 models had the TPM issues which required a motherboard swap if it happened. Users in our environment hold onto their XX70 and older models despite their age just because of the reliability. Newer models had many issues so we've moved to Lenovo for the next 4 years to let Dell figure themselves out. Sucks because the 7X90 machines could've been so good if Dell figured out their problems!
I use these for work and they are great machines. I have the i7 16GB 512GB. The battery swolled up at year 2, but IT was able to get a replacement. It does get very very hot on the bottom when running moderate programs. I run this a triple screen setup (at work i use 2 QHD monitors and laptop screen, at home i have 1 UHD and 1 FHD monitor and laptop screen) and i have to prop the laptop up in the back and run it with a 80mm case fan blowing at it. Using this with a WD16TB docking station. This thing handles BIM 360 glue, Navisworks, Autocad, as well as 8 windows of chrome with 22 tabs each with no problem. Just watch the heat, which is what I think attributed to my battery swelling when I shut down quickly and put it in my bag to go home. Now I leave the case fan running a minute after shutdown/sleep to cool it down before stuffing it into my bag. No problems so far on year 3&4.

Swollen batteries are common in most small and tight spaced laptops. A lot of it has to do with the fact that they are plugged in constantly in a business environment. For a residential consumer, I doubt you see that as much as long as you are letting the battery discharge on a normal basis.
Heat and constant 100% state of charge is what causes the batteries to puff up and swell. Go into the laptops settings (what we used to call "bios") and configure it to stop charging the battery at 80%, then make sure to always prop up the back of your laptop at least a half inch or so, so that it can get some cooling air (or better yet, use one of those thin stands with a fan in it). your battery will last twice as long.
Old laptops had the metal cased cylindrical cells, which didn't swell/puff, but still went bad. The only difference now is the cells are in little pouches, so they can swell up when they go bad.
Just throwing this out there. There's been some deals on HP elitebook 745 G6 models with the ryzen 3700u pro for 350 and sometimes less on Amazon. I would highly recommend one of those over the 90 model latitudes.
I signed up for the Amazon prime rewards card and got approved super fast, and got the 90 day Amazon renewed elitebook 745 G6, it was 350, there was a 5% promo code. And because of the credit card application I got a 100$ gift card, I was allowed to use it right away, which brought the price down to 230 something. And I can pay it off over 12 months zero APR which was about 20 a month. I'm calling this a win because I was looking at a 7390 and other type latitudes and the elitebook is significantly nicer. I will say the 7390 2 in 1 has hands down the best keyboard on a laptop I've ever typed on though.

I bought into this product the last time it showed up in SD. It is a great system. I ran the Bios update to prevent the overheating problem, and this is superior in it's build quality, to any of the Walmart, or Best Buy laptops that I have owned in the last 12 years. I would strongly recommend this for anyone that didn't need advanced graphics. Note: my wife knows nothing about laptops except that they can pull up the Hallmark Channel, and she commented that this is the nicest laptop she's ever used.

How do these compare to the Gateway with newer processors?
The Gatweway with 1135g7 is way more powerful and much better integrated graphics, BUT cheaply made and low quality compared to these world class office laptops.
The Latitudes have low power processors and upgradeable ram. I've hade one new (i5 8350u version) for 5 years or so and it's a great laptop. Battery lasts for ages and build quality is phenomenal. I've never had one issue with it. I recently upgraded to a Samsung Flex2 Alpha with i7 1165g7. The Flex2 Alpha is way more powerful, and smaller, but it feels fragile compared to my Latitude 😂
I highly recommend the latitudes if you don't need a discrete gpu.

Just be wary of the swelling battery issue.
