Before everyone jumps in and complains that this free offer is not good enough: this is akin to an airline, commuter trains, etc. offering heavy discounts for red eye tickets.
Tesla routinely gives free charging for high traffic locations along popular travel routes. Don't expect your neighborhood chargers to be included.
The hours are outside of peak hours to reduce traffic by encouraging people to charge outside of peak hours.

I don't think Texas' power grid can handle off-hours much less on-hours charging.

That was early promotions. They charge local rates including peak rates at most locations.
Some original Teslas do have free supercharging for life however many of those cars are 10+ years old.
Also unless you live on the road or in an apartment with no other charging options only supercharging is not ideal, much better to charge at home and have a full battery every morning.
