This is actually a 21 speed bike as well.

7 in back, 3 in front, 7*3=21

That said, like 95% of people who buy this will probably only end up using about 7 of those speeds because people who buy bikes like this don't tend to be big on shifting the front gears. Modern bikes are moving away from having front gears at all because it simplifies everything to just have 9, 10, 11, or 12 gears in the back and only 1 shifter.

This will be totally fine for around town use for a teenage girl. It isn't what I would recommend if you had unlimited budget/choices, but for $125, yeah, not bad. I

Given the choice, I'd recommend something without the suspension fork (heavy and not that helpful) with a 1x drivetrain, oversized street tires, and hydraulic disc brakes. I think that would be a phenomenal bike for your daughter. Light, fast, easy to ride, looks good, and built with very reliable parts...but obviously that deal died in 2018 and they stopped making that bike.

If you wanted to improve this bike a bit for city use, you could consider swapping the tires for slick/semi-slick tires which would be fine for paved roads and even gravel paths and would be much faster/easier rolling. Maybe somethign like this:

Note that 700c is the same size as 29...yes it is confusing, but mountain-oriented tires tend to be measured in inches (29x2.0) while more road/gravel oriented tires use metric specifications (700x47)

Are you going to hit up hardcore trails with this? No - and if you were you'd know better. Is this the best bang for your buck to ride around dirt paths and local parks. I'd argue it is.

This is every bit as good as something like the Trek Marlin 4/5. It even has the same derailleurs!
That's exactly what two people are doing in my city. Getting free bikes and marking up $200 and selling not doing any work to them.
