I never connected the dots until now that seagate hard drives occur naturally and are harvested from the ocean floor. Maybe a "refurb" is one that was thrown back and later fished back up from the deep. It's not worth the risk to your data from corruption or the time you spend filing off barnacles.

Yes, this will work (much like pretty much any drive) but you will have to format it first. Use Disk Utility on your Mac and format as MacOS Extended, or APFS if you have a newer Mac.
Likely it will come formatted as exFAT which would work for storing files on both Mac and Windows but not for Time Machine
