I just called Boost , their customer service barely spoke English
got transferred to the cancelation department
the woman named Amanda told me that this is the price and the device is prepaid and I will not be charged if I don't use the device
If I want to use the device then I can buy a plan from their website.

Reporting it to a credit reporting agency does not require a social security number. If you click the link you clearly see the retail price is $49.99 with a $49.00 savings. Their terms of service at checkout says you will be charged the difference between their stated retail price ($49.99) and what you paid if you don't activate within 60 days. Not trying to scare people - just making sure that they don't get a nasty surprise after 60 days they are not expecting.

If I use an existing Boost Mobile SIM in this hotspot, will that count as 'activating' this device and thus NOT charge me the remaining $48 ?

The question is how far will they go? If a charge to the original payment fails (virtual CC in my case) will they send out a bill? Being an established satellite TV company, they certainly have the means and experience to do it... Guess we won't know for a couple months.

this type of hotspot is typical cheap from teleco. you guys worry too much. if they want you in a contract, they will need you to sign that contract with a price clearly displayed. a simple check out is not really work as a confirm of the retail price. so there is no way for them to charge whatever they want without telling you the exact amount first.

I just did as well but because i used paypal, it was quite convoluted and it still can ship. Really not easy to cancel. I should have read the fine prints.
