Once you unlock this hotspot from ebay codes (Thx nimpravi):
connect to device's wifi, go to HTTP://mobile.hotspot and then from that dashboard:
network settings -> APN -> Add a new APN suitable for your network (you can get APN settings from Google). Once you save the APN settings, make it default APN. Now, the service will disconnect and you need to click on 'Home" in the dashboard and there will be option to "Connect" and click on that.

Told me that TOS is a standard for most hotspot devices and it's mostly applied when the device is being bundled with a service or promotion, egg. Buy 1 month of service and receive the device for free etc. then the activation is required or be charged full price.
Otherwise it's just the standard reactivation fee of $10-20 beyond the 60 days if I ever want to use a service for it.
So in conclusion it's a $1 power bank or $11 or whatever the reactivation fee is after the 60 days
That is why there are lots of people canceling.

No one is gonna pay 16 bucks when they can pay a dollar.
More people that cancel the less competition there is. I just wish I knew about this earlier, I would have bought 10 of them and maybe schuck it for the battery.
