Once you unlock this hotspot from ebay codes (Thx nimpravi):
connect to device's wifi, go to HTTP://mobile.hotspot and then from that dashboard:
network settings -> APN -> Add a new APN suitable for your network (you can get APN settings from Google). Once you save the APN settings, make it default APN. Now, the service will disconnect and you need to click on 'Home" in the dashboard and there will be option to "Connect" and click on that.

No mention of it needing to be activated within 60-days was mentioned on the product page that I could find.
Doubting anything will happen if not activated, but we'll see in 60-days. Good luck.
