I went ahead and bought 9 of the 3-month codes for around $6 each (listed at $5-ish each plus service fee, plus I paid a few cents more than the absolute lowest available price to go with a high volume/highly rated seller).
Make sure that when you're redeeming the very last code at Microsoft that you turn off the free-month offer button, since that would push you over the 36-month mark.
After converting to Ultimate for $14.99 (my sub had expired on July 4th and didn't want to start a new one just to save the $14) ... I immediately turned off recurring billing again with no issues.
All in all, I got 36 months for $68.xx bucks, and also used Discover through Paypal which should get me another 5% back. Sliiick!

Probably because you won't get a free month and they are trying to maximize value. I would max out to 36 though lol....I dont mind missing a free month
