Well, not everyone has the need for 4k. You can't buy a replacement remote with volume control for that price...

If you NEED the 4K version, that is on sale too but not as big of a discount.

the 3rd gen regular firestick uses basically the same CPU/GPU as the regular 4K stick (but not the max), but has 1GB instead of 1.5GB - it will make a difference on some apps but it's very close. I'm not 100% sure but I think the 3rd gen firestick may simply be limited to 1080P rather than only capable of it like many previous models.

This has newer OS than the 4k (not the 4k Max). It makes a differance if you want to use a usb drive as adoptable storage.
