It could but as long as you keep an eye on it the rust should never cause damage as long as you do not let it eat into the metal or start pitting. Very light sanding of the rusted area and a surface coat of decent spray paint will keep pretty much any metal outdoor item looking good for years. When you ignore the rust is where things start to go downhill. Stainless can rust as well, specially low quality "stainless." Stainless is expensive, hard to color (comparatively), and aluminum is super soft making it dent or deform easily.
