This looks to be a PVC cutter. If it in fact is only able to cut pex, then you're right maybe a pvc cutter would be the better buy.

Probably not if you already have a pvc cutter. The advantage of this is that it is a smaller size and pvc cutters are quite big.

If your PVC cutter is sized correctly and makes clean square cuts without smooshing the PEX tubing, then no, you don't need this.
Conversely, this tool is made for softer tubing and would probably struggle if trying to use on PVC pipe.

This is how you end up with micro-fractures in the material and flow issues.
You want a smooth, 90° cut so it goes into the fitting as far as it can on all sides.
