How do I change my subscription to the $69.99/yr with ads?

I currently pay monthly at a rate of $11.99 through google play but I do not see a way to change this. I'd ideally like to avoid resigning up with a whole new account

You need to go into account settings and cancel the subscription. Once the month ends, you can sign up for the annual promotion. You have till end of October to take advantage of the promotion. So you should be able to still do it.

For any fellow annual subscribers to HBO Max, I got an update.
I applied for a partial refund if I were to cancel my annual subscription. They instead just gave me the difference between what I paid for the annual subscription (149.99) and the promotion annual subscription without ads. I got refunded 45 dollars. The expiration date of my annual subscription is still the same.

Netflix has tons of content simply from getting overseas shows.. it's fine if you into it, but def not cause they're creating new quality content like HBO Max has been doing

I currently get HBO free with my grandfathered DirecTV Now/Go/Stream or whatever they are calling it this month plan. However it seems the writing is on the wall that they may end that completely. HBO Max is definitely a service I'd pay for separately. Hopefully deals like this will be available!
