Not all movies can and/or will be rebuilt from the original camera negatives.
It's costly and most studios don't want to front that money on a 4k release unless absolutely necessary or they know they can recoup their money easily.
Not even the lord of the rings series got a proper 4k transfer in that case. It was upscaled and then heavy DNRd in some instances.
In my opinion, if the movie can look better than the Blu-ray in clarity, color and filmic nature, it's worth a 4k release and may be worth an upgrade. And from most reviews I've read, this is the case with this release.

Is it better than the BD version, yes.

While I did like this movie..there were a couple of others I liked better
Pulp Fiction and Jackie Brown

While I did like this movie..there were a couple of others I liked better

True. A tarantino fan myself. My personal favorite is The Hateful Eight.

If you have a very capable TV, a high nit LCD or any OLED, you should be able to see the difference easily
