It can. Bought TW iPhone 11 and activated as Tracfone device.

Still unlocked after two month. Only need to make sure to use the included sim.

It will work. You need to chat with them to have it switched over as a tracfone though.

I know most people are thinking of the iPhone 14, but trading the XR for the 13 right now seems to provide the most value.

iPhone 13 was 100% free ($800 I think) after 30 monthly credits (Correction - Just checked and trade-in deal done in January of this year was for 30 months for some reason). Yes. had to pay tax on full amount and money out of pocket for XRs purchase + $30 or now I think $35 assistance fee because I want to hand them my (XR) phone and not have to worry about shipping and rejection/loss issues.
Same thing for Z Flip 4 ($1,000). Already read the terms and confirmed with T-Mobile.
