Typically you use a 3/8 for smaller fasteners and in more crowded areas. Think the engine bay or maybe even removing calipers.

The 1/2s are generally more powerful, but heavier and larger. Great for lug nuts, exhaust, trucks, etc.

I'm not sure the size difference between this 3/8 and the brushed 1/2. I've been eying the brushless compact 3/8 which is way smaller.

Seems like a good deal to me, especially from HD with a free battery.
I picked this up as a bare refurb from Direct Tools for $24 but you'd have to be okay with a refurb, wait for them to put it on sale, pay shipping, wait for it to actually arrive, and you don't get the bonus battery.
Edit - DT link in case someone really doesn't want to spend money and is fine waiting forever for it to (maybe) go on sale. https://www.directtoolsoutlet.com/product/ZRP263

Same, I keep getting tempted by this one but everyone says it's junk.

This might struggle with lug nuts. I have the 300 ft/lb and most of the time it is on the 3 setting. Setting 2 will take too long but will loosen 100 ft lbs lugs.

If you are okay with the return hack, you can currently buy the 3/8 brushless with a free 2-pack 2.0ah HP batteries. Then returning the batteries bring the price of the wrench to only 54.89.

Exactly what you said as to why buy the 3/8 and the 1/2 models.
I have the model here and the beefy 1/2" Ryobi (currently on sale as well here - https://slickdeals.net/f/16004785-ryobi-one-hp-18v-brushless-cordless-4-mode-1-2-in-high-torque-impact-wrench-with-4-0-ah-lithium-ion-high-performance-battery-pbliw01b-pbp004-159?p=157247440#post157247440).
The 1/2 is much larger and heavier but will take off any lugs you can throw at it basically. It was tested to put out 600+ ft/lbs of actual torque, just check out the torque YouTube channel review.

Obviously the 3/8 isn't meant for the same tasks. It's still great in tight places vs trying to get stuff off by hand.

is it safe to use a 3/8 to 1/2 CHROME adapter with 1/2 IMPACT socket with speed 1 only? Usually use it for breaking something under 60ft lbs only, not going to be crazy. Trying to save a set of 3/8 impact socket if possible. What do you guys think?

You mean rather than just getting a $9 impact rated 3/8 to 1/2" adapter on Amazon?

I've never broken a non impact socket or adapter if I have to use one in a pinch in the middle of a repair, but I wouldn't make a habit of it.

Just remember that if you run into enough pinches the non impact piece may break and it will never be at the right time.

I hope you are joking but you never want to use an impact on either the filter or drain plug
