I chose not to specify the criteria because the last sentence/clause renders preceding criteria irrelevant.

Just wondering why hard pull on credit is bad if in case I don't plan to have any other loan/mortgage/creditcard in near future.

It really depends on your specific situation, but it's an important requirement omitted from the post. Most CDs don't require it, so if an extra 0.50% is worth a HP to you then go for it.

One reason: hard pull stays on credit history for two years.
If you were to have many such, it will effectively lower the score, gives an impression you were looking for credit.

Having never had a CD before, what's the reason for a hard credit pull? I mean you're putting up all the money up front right? So not sure why is there a hard pull?

Actually most hard pulls are on your credit report for 2 years, but the impact does lower over time.
