I checked a few videos and reviews, but I didn't get a clear answer on what the two characters are doing with the brush scissor.
Too bad I somehow missed the release of this product when it came out; would have been fun to make during lunar new year, but hey, I can sneak in some rabbits for next year.

I think they are doing some paper-cut for window decoration, there is one sample on the table.

I've never bought any of the CNY themed sets but it'd be cool if Lego included an info page in the instructions describing the significance of the scene(s) you're building. Like, I think Optimus Prime and the BTTF DeLorean comes with background info in the instructions, no?
