So, my calculation for the "all-in" costs of two iPhone 14 this year is:
(Qty 2) iPhone 14 (128GB) = $956.38 ($478.19 per phone)
(Qty 2) iPhone 14 Plus (128GB) = $1147.18 ($573.59 per phone)
(Qty 2) iPhone 14 Pro (128GB) = $1337.98 ($668.99 per phone)

A really great deal is for two (2) iPhone 13s =$763.48 (or $381.74 per phone)
These calculations include 6% sales tax a time of purchase and assumes 3 months of $20 plan for the new line, which can be cancelled after rebate received. After this period you will have two unlocked iPhones that can be used with any carrier.
These prices are without any trade in....selling or trading your old phone(s) in elsewhere would bring cost down further.
Also, when buying from Costco you get a two (2) year warranty against manufacturer defects. The first year is through Apple and the second year through Costco. Not as good as Applecare+, but its no additional charge.

So, my calculation for two phone 14s this year is:
Phone 1 = $719.99
Phone 2 = $719.99
Taxes $86.40 (6% sales tax)
Total = $1,526.38
Rebate = $630
Total = $896.38
If you assume 3 months of $20 per line plans ($180 total), your total out out pocket for two unlocked iphone 14 is $1076.38 (or $538.19 each).
why is that a requirement always? do they expect us to make babies every year around September?

The details on the deal from last year stated in my rebate form "activate 1 new voice line (existing customers) on any rate plan"
I would think this deal would be the same.
