When you answer a scam call, their system marks it as "real human who answers the phone" and your number goes "active" on every scam list they have. This is why their automated system asks you to press 1. A voicemail or recording wouldn't press 1,only a human would.

You signed yourself up for scam calls. Now, you need to play SIT tones to get off those lists.
