You need UVB for that. I don't see any indication this bulb puts out anything in the UV spectrum.

California has a strict policy called Title 20 that governs the sale of light bulbs to CA consumers. It lists several requirements, one of which the CRI of a bulb must be greater than 80. OP states its CRI at 80, which falls just short of the requirement and thus, cannot be shipped to a CA address. Here's a bulb manufacturer that does a pretty good job of explaining Title 20:
https://www.tcpi.com/california-e...sion-blog/

As for New York, it's unclear why these can't be shipped there as NY does not appear to have similar regulations, but maybe there's something else about these bulbs that prohibits them from being shipped there.

It will be pretty if you're a plant.

Dumb question. Would these be good for winter for vitamin D?

Looks like pretty concentrated red and blue bands, but probably more than adequate for normal purposes. I'm in for two. Thanks OP.

I have had bad luck with sylvania bulbs over the past few years ( regular, haven't tried grow lights) not lasting very long, I thought "name brand" would be better than random no-name cheapo bulbs but I don't think the sylvania brand means anything anymore.

here is one amazon review for these grow light bulbs:
"Bulb worked well for three months. Started flickering then would go off then on and repeat the on/off cycle constantly. I made sure the bulb was screwed in tightly. Average life is 15,000 hours. Mine lasted about 750 hours. ... "

These are good BUT my apartment is SO COLD in the winter months that it's hard to grow plants. Have a space heater for large areas, but it really doesn't do well.

That's the problem with a lot of LED bulbs are that they tend to use some cheaper components involved. Like the led parts might be bright and all, but the driver, capacitors, or poorly designed cooling. There are other problems that can arise as well, but I was getting pissed off with all brands. I think Phillips smart bulbs are the only half decent one, but still don't know.

Have a legit lighting system in a tent and it'll keep it nice and warm, even during the winter.
