This was SUPER confusing, but I did get it to work. You basically have to add both those offers via PayPal, go to the Google Play Store, buy something and PAY USING THE LINKED PAYPAL ACCOUNT, just go on blind-faith that it will work (not reflected anywhere during the checkout process), and then when you get a receipt you'll see that you paid whatever the price of the thing was minus $15 and then it automatically withdraws from some other account (didn't use my preferred one).

Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

You can ask refund via "google play purchase history" then select "Bought by mistake" They refunded in 1 min.

Per the terms, the purchase must be made on the website. However, I did an in-app purchase and it worked.

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)

If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

Successfully used it on a eBook series bundle in the Play App. Had to add the matching PayPal account and then make sure my Play balance was unselected in the payment options. Discount, and tax, is not accounted for until after the purchase is made.

Still trying to figure out what to get on Google Play. I'll probably use the $5 off $10 offer on Roller Coaster Tycoon, looks like it controls well and has major nostalgia for me (and should play well on my tablet). Sure would be more convenient if GPlay had a cart and I could just get that and all the GTA games together, but nooooo.

I just tried and it worked perfectly. Added both coupons to PayPal went back to a web browser and went to Google play movies purchased using Paypal for Top Gun: Maverick and I paid $1.04 for tax. The only thing I can say is make sure wherever you live is charging tax because it has to be a minimum of $15 total tax and all.
