Basically, Google Play Store interface is a dumpster fire of user-experience, but this does eventually work, as OP stated. Good find...Google, for the love of god, fix your UX (maybe spend less time building random projects like Stadia, only to shut them down a year later).

I added PayPal to my Google Pay [google.com], and then made an in-game purchase with PayPal as the checkout method, and the promotions applied. (You can't see that the promotion works until after the purchase by going to your PayPal activity.)
If you have multiple PayPal accounts, you can add the 2 promos to each PayPal account, add each PayPal account to the same Google Pay account, and do this promo multiple times. I tested it and it works.

I did wind up getting it to work. Turns out OP had deleted the text in his posts and then put it back up, I assume to correct it. I was just looking at it while it was down.
I just called PayPal directly and spoke to someone instead of the back and forth denying and appealing of my claim. They said they were well aware of the issue and were working on a resolution. Apparently this promo was not supposed to be open to everyone, only the specific people who received the email about it, but there was an issue where anyone with the link could apply the promo to their account even though they were not eligible.
It does say this in the fine print of the promo.
"and (3) receive an authorized email or view an onsite banner inviting participation in the offer ("Invitation") (eligibility for/those who receive the Invitation will be determined solely by PayPal) ("Eligible Participant")"
Sounds like PayPal should be paying people back for their error. I got emails from them verifying the promos had been applied to my account. All they had to do was to verify eligibility before applying the promo, then I would have known not to make the purchase on Google Play.
A little bit of a hassle in the end but I got $30 in voucher credit. $15 for the Google order that didn't take the money off and $15 for my canceled Target GC order.
I tried messaging them and the person who called me tried to be very helpful but I felt that she did not understand the problem.
