Worked for me - picked up $15 Target gift card. Looked at my paypal transaction and offers applied to bring down net total to $0.

Why the hxxx do I always have problem clicking these "doubleclick" links? Tried Edge and Chrome, both said could not reach site

Target usually takes an hour or more to send on e-gift cards. This time is used to run fraud prevention checks. If your order from Target for an eBay gift card was canceled within 5 minutes (if I understand you correctly), you could be banned by the fraud prevention screener and the order was auto-canceled.
