You need to launch your Target website from the Paypal shop now icon after applying both coupons.
I ordered cleaning supplies.
Edit to add: I am logged into PayPal and selected PayPal as payment method both times.

There are only 29,000 rewards available during the offer period. Rewards will no longer be available once the limit is reached.
Got them added to my account anyway and tried to check out with a $15 GC, and got the error that many are getting, upped it to $20 GC, and it shows the offer applied on PayPal checkout and only $5 to my CC, but after paying, I just got hit with $20 on my CC, and no sign of the offer being applied on the PayPal transaction.
