Yes you can. I have these and wear these with my shorts underneath.
For what its worth to anyone looking at these, I would suggest saving your money to have your expensive armored gear be regular pants/jacket. If you want to get water gear to throw on top, you can get a whole set of Frogg Toggs for under $50 which works wonders. I have taken my bike from NJ to OH in a downpour and the FT kept me almost completely dry.

If i'm going to buy riding specific pants I would insist on Kevlar.
This is a pair of waterproof liners that you put on over your armored pants in case it rains. Unless you are stating you want armored water gear on top of your armored jeans which seems a bit overkill to me.

Pants like this are darn good in a get off. No doubt Kevlar is good, but so is padded armor in knees and hips that those jeans don't seem to have. Your butt knees and hips are what wear through in a slide and it's really nice to have some impact protection.
Someone else mentioned frogg Toggs. They are good. I have those as well as over pants like this. But dedicated rain gear is very nice. If you wear a textile jacket, overpants and water proof gloves in a rain storm...you'll never go back. It's awesome.
Also...of it is cold out, these are great.

I have frogg toggs and they work great. But watch your pipe on a cruiser. I have a Harley and I had a experience with my previous pair of joe rocket pants similar to these and my pipe melted them. So if your pipe is located close to your leg and you have a cruiser I would avoid these. Great price though.
I actually wear Duluth fire hose jeans for protection and they are very comfortable. There is no break in and they look just like jeans.

I wear Duluth Fire Hose pants also. I actually bought them for doing yard work and such. Then I read a review on Duluth's website from someone who went down in fire hose pants and hand no road rash, so I started wearing them when I ride.

I have had these a couple years now, not quite a full Kevlar lining but waist to mid shin.
