These are masonry bits. Allowing you to drill a pilot hole in the concrete for an anchor or concrete screw. Hope that helps.

These the kind of bits I'd use to be able to screw 2x4's into a concrete basement floor? Sorry if a dumb question, my confidence-to-skill-level ratio is dangerously lopsided, often to disasterous effect. Just trying to avoid another divorce. TIA

Yes these will work but not the best tool. I used these (not Milwaukee) with a regular drill that had a "hammer drill" setting. It took AT LEAST 5-10 minutes to drill each hole. Very tiring drilling into a old concrete foundation wall.

If you'd get an SDS drill, each hole 5-10 seconds max per hole.

You could also use a powder actuated nail gun (they use .22cal shells to shoot the nail into the concrete).
great tips - one thing to also note first time working with Tapcons is to ALWAYS make sure the diameter of drill bit you are using is less than the size of the tapcon, most tapcons will include the correct size bits these days but always triple check to make sure you have the right size
