Just a note, this is 100' of wire and not 100' line. It's actually only 50' long because it's 50' black and 50' red wire.
Very misleading but I ordered this on the last deal.

If you forgo the ground wire then yea. But I would strongly not recommend doing that. Extension cords tend to have a lot more protection and sheathing than this wire will & the sheathing probably isn't outdoor rated exactly. Plus this isn't tinned copper so it will corrode more over time unless you seal up the plugs really well.

So possible, yes. Recommended, definitely no. Sounds like a fire hazard.

Nice. Need this to connect pos/neg clamps to a charger maintainer for my 12 v battery. Should be thick enough if its truly 12 gauge.

No. The insulation is not rated for household voltage. The wire size determines the max amperage rating, but the insulation material and thickness determines the maximum voltage you can safely use.

It's not only a fire hazard, it could kill you. The risk isn't worth saving 30 bucks.
