Did not aware the offers were personalized, but it make sense.
All my accs received the same (default?) offers since I have not shopped at RA for the past 2 and half years (just restart couple weeks ago).

Not cheapest but maybe useful: 1 gallon Big Win distilled on purified water is $1.99
I made sure to order items that had no L2C, wasn't a great deal. I was using up expiring BC. It said I will earn $25. Only $10 was sent. Chatted today to Michelle S who used to be helpful in the past. But she just sent it to upper management.
Few weeks back in store $15 bc on purchase of x, did not give BC. Manager checked , it should have. Said I should return whole order at a later day because same day returns don't work. So did that, receipt said xx rewards refund..nothing came. Chatted about that too, guess what..yup sent to upper management. RA has eaten away all the nice BC I used to have.

File a complaint with your state's Attorney General, consumer division.
My best guess for the cheapest item would be a candy bar for either your Mars challenge or your Skittles challenge or possibly a bottle of water for the BigWin challenge.
To get the list of qualifying products for each challenge, there is a black circle with a white barcode inside. Clicking on that gives an option to scan a bar code to see if a particular product qualifies for that challenge (this option hasn't worked very well for me lately) and an option for a list of qualifying products (much more helpful).
It seems the barcode scan beeped all the way
