In the right environments GoreTex and similar vapor permeable membranes keep liquid out while still allowing vapor to escape, allowing the wearer to stay comfortable and dry.
In the wrong environments, it does exactly what you say, and it's not much different than a plastic bag with a much higher price tag.
The breathability is dependent on a humidity differential. GT will always keep water out, but it will only "breathe" if the humidity outside of the membrane is less than inside.
So if you're wearing GT clothing (say a jacket) somewhere that's humid/constantly rainy, you may as well just get a non breathable shell for half the price and accept that you're probably going to be sweaty under it.
But if you're somewhere generally dry but you you experience intermittent hits of water... Say hiking somewhere not humid but crossing a creek... A pair of GT boots will work perfectly and keep the water out while also letting the moisture (aka sweat) out to keep your feet drier than traditional waterproof footwear.
A lot of GoreTex "magic" (and similar products) IS nothing more than hype... But if you understand how it actually works and tailor it's use to those scenarios, it does exactly what it advertises.
Coincidentally I just bought first pair of GT boots last week because I recently moved somewhere that, while generally dry, does get snow and flash rain. I've been wearing them all week to test out fit and feel in high 70s weather with winter socks, and they've kept my feel comfortably dry.
I'm expecting them to perform exactly as needed when it snows here and I don't want it soaking through.

For Danner I highly recommend the Viciuos or Striker (side zip was where it's at, I'm not sure they still make that though). I also have a pair of the Crater Rim and while it's US made and I wish it was my favorite, the Vicious to me fits better. They have lots of options though and you won't regret it.
