Well...
a) When available, and only on Amazon.
b) Same.
c) Definitely.
d) Most Definitely.
e) I'd assume they had a massive order (tens of thousands) of the 1/4-20 carriage bolts/lock washers/regular washers that were for a production facility; and the deal fell through after the fasteners were made??? Or, perhaps the quality of fasteners were too low? So they're just recouping cost?
But my gut tells me that these are so low priced because they were made from scrap gathered at Fukushima Daiichi power plant? Lol.
I say we start the conspiracy that they are microchipped in order for alien overlords to sync 5G towers with election machines so they can alter the results (but only for small things like "Should We build a free book exchange box at the local park?" , or, "Should we declare the 1st Tuesday of every May to be "National Taco Tuesday" day?" type of election. 🤣 🤣 🤣 )
