If the 5600G is only $15 more, then it has better price/performance than the 4600G.

Hotter take: You can pick up a used RX 2600/1600AF or i7-6700 and RX 460 4GB for about the same price and have a much more capable system.

In what universe does spending 15$ more on a cpu that's 20-25% faster a bad deal? The memory upgrade will only improve 2-3% max
Also what if someone already has a GPU? Or maybe they have a spare b450 board laying around and need a cpu to pop into it. The 4600G as it right now sits doesn't make any sense. It needs to be less than 90$ to even be something to think about.
Also keep this in mind.
5600G Passmark score is 19,000
4600G Passmark 15,000
6700k Passmark score is 9000
6700k is already 7 generations old. You don't get nvme support with it. The motherboards are getting pretty old and long in the tooth. True. Your argument is saying. Why spend 130 on a cpu when you can go on the used market and put together a decent gaming pc for a similar price but that's not the point of this thread here.
