I did a similar upgrade for $50 out of pocket earlier in the year. The only thing I would mention is the screen is smaller on the 22 plus and if you use a s-view case they fixed the picture window problem but ruined notifications as you now only get a dot and not the type of incoming message.
I upgraded with the thought of a better trade in value for moving to an ultra 23 at launch so it was worth the trade offs for me.

Yes, but they have to return and resell you the phone, so if the price has changed by the time you go to do the exchange that's what you'll get. I tried that a couple months back to lock in the price before my used S21 had arrived. They really tried to do the price adjustment in store but the system wouldn't allow it.

Is there any different to doing this with Best Buy vs Samsung online if the price was the same (and I haven't checked Samsung online)?

The last 2 times I upgraded, I just did it with Samsung direct and it was super easy.
