So, I just got back from my local BBY store. Very pleasant ladies helped me do this deal. They were even the ones who told me that if I upgraded a line from Tmobile, I would get another $250 off from the price and I'd just pay $500.

Trade in companies never care if a phone is locked to a carrier, they use professional tools to refurbish the phone for whatever purpose

Figured out the issue. My receipt from Yesterday's trade in says

6343560 UNACTIVATED 0.00
UNACTIVATED UL

The employee agreed this is a mistake and it should say

6428678 UL SAMSUNG 0.00
TMO UL SAMSUNG UPGRADE OTP BO
0.00 T-MOB MB PHN BNDL 3
0.00 T-MOB ACTVN 1

Even though they activated the phone, they mistakenly put it as unactivated which took away my $250 Activation Promo.

The "boss" of the employee said that he's gonna do more digging on how to correct this issue and get back to me tomorrow.

But what if its locked because you still owe on the phone or are making payments for it on every bill? I can understand it being locked and fully paid off, yes.

It can be locked to a network carrier was my point

If you owe money , you still owe money, but if you sign up with certain carriers they may pay it off - this point I am less knowledgable about
